The "additional inspection procedures" state "heater/defroster and control in all operating modes and positions" and failure is "inoperative in any setting" not just heated air delivery. If you want to push the issue, when you switch to defrost mode in all newer vehicles the A/C button will illuminate [hot or cold] so therefore if it doesn't illuminate its a "fail".

At the end of the day it doesnt matter what any of us think in regards to interpretation of the criteria as the MTO/DOT/State Inspector whom ever is doing the inspection is the ticketing authority and how they see it is how its going to be.......

Safety inspections are crazy things....take PA as an example....only thing it says about heating/ defroster is it has to have a defroster that works.....doesn't even say it has to be heated air.

Just had the ac compressor replaced in my company truck on Friday. I had no AC as well. Mechanic said AC must work for DOT. Right or wrong I wasn’t arguing as I like his way of thinking. I get hot too easily.

We also had some wingnut mechanic try and tell us the lights inside the tool cabinets of our mechanic trucks needed to work. I told my boss we should stop dealing with that shop for our inspections.
