Is MN not giving grants for free CDL schooling?

I am in the CDL program at TMC which consists of three weeks at there academy and then four weeks with a trainer. I get paid $500 a week while in school and insure a 1-year obligation. I will owe $4k prorated over four years if I quit prior to one year.

This is where it gets interesting. There is another group of inexperienced drivers here at the academy that have received their CDL through a course they paid for. Typical cost is about $5k and five weeks. This group is here at the academy for two weeks (One week less than my group). The difference is they did five weeks in school without getting paid and they had to pay for the school. My group is here for one week longer than them.

Interesting to note that after one week, my group merged with a CDL/No experience group. Most of the CDL/No-Experience group where not able to do a trip report for a day in school consisting of class room, yard and lunch periods. My group was able to knock them out without issue.

Bottom line, I would strongly recommend against paying for a local school. Does not make sense financially and the training received from the local schools seems flaky.
