It was always my understanding that you could run a recap on a steer also. Buses being the exception. However I think it is really hard to find recapped steers because of the liability that would come with a steer coming apart on the highway.

This is section 393.75 (e) straight out of the FMC safety regulations handbook

Retreads on the front tires of an 80,000lb semi, You super truckers that are using these retreads on the front please stay on the back (very back) country roads going 40 mph. I sure dont want to be any where near one of you.

Perhaps you should learn the difference between regrooved and retreaded or recapped tires.
Your first clue should be the different language in (d) and (e).

Riiight. That's why you highlighted the text about regrooved tires and then posted about retreads. Makes perfect sense.

    Jfaulk99 Thanks this.

What is the difference between a retread and a recap?

I was taught that steering tires had to be virgin

That's what I was wondering. I thought retreads and recaps were virtually the same just different terms.

Regrooving however, is different because they just cut new tread grooves in a bald tire.

Your missing the point. Fine nitpick my words I really don't care. Are You gonna drive a truck with retreaded, recapped or regrooved tires on the front? I certainly am not and dont want to be anywhere near one that does.

What do you guys do with youre winter tires? 15 years ago we bought winter tires imported from America, the dealer just removed the studs. In todays money we paid less than 80 dollars for a tire and got good milage from them despite our warm weather. If they happen to outlaw recaps send the casings this way, we can put them to good use. I have a regroover that I use. With a good casing you can get atleast 7/16 of an inch tread. the tire guys reckon you can get at least 60000 miles with 7/16 tread.
