Actually, if you shut down or go off duty in a bad place, it screws up often.
I had a tractor I was taking for maintenance and bringing home lose the connection while I was driving it, too, and wouldn't let me log out when I got it back to the yard roughly 60 miles from where it lost connection. Never had the entire network go down, though, unlike with Omnitracks, and all I hear about the Peoplenet ELD is complaints.

If you are HOS exempt, no log (paper or ELD) of any kind is required. Just went through an inspection last week, no paper, no ELD, no fuss, no muss.
