STAA(Surface Transportation Accessibility Act?) Froze size and lengths at what they were then on the Interstate system and provided for reasonable acces from them to terminals.

Ca, Or, NC, Vt, NH all get strict when off the" national network". It also has to do with being 102" wide.You can be pulling a 48' 102" and get you butt in a ringer depending on which state your in.
