I'd expect VA to be one of the only states to give you the stink eye on this one. Yeah playing the 50 gallon gamble sucks but must be done sometimes. I would not have returned to have it reworked.
Over on my drives, under gross.

That's one thing I like about this fleet spec'd freightliner with APU, it's easy to get the steer to 12,800 full of fuel ... that's 800 pounds of lee way elsewhere and nobody seems to have problems with 12,800 steers. I would not worry about the excess weight on the drives either, especially confirmed with CAT ticket. I'll roll with the air-weigh gauge indicating 200-300 over on drives.

VA,TN,AR or about any way he goes to TX would be fine running 12500 to 12800 on steers...
I do it every week and get bypassed at most scales.
I know you are experienced for sure but just slide one notch forward on the fifth wheel, fill the tanks and truck on. -
Yeah,.. the one coming out of VA beach is anal about weight. They got me for being 230lbs over gross. Tried to argue that no CAT scales in between there and my shipper. No my problem,.. no care,.. sigh here please was the response I got. They even took my license and ran me for open warrants.
The other is coming into parts of Ilinois. I was forced to pay Comdata's ridiculous sir charge because I didnt have the cash on me. Did not have time to sit over night and argue it out with an actual DOT officer in the morning.

I ran 12,700 on my steers in Kansas the other day and they didn't bat an eye.

Ummm here's an ideal ...
Slide your tandems up a few holes and you should be fine -
