I don't know about other schools, but the Sage I went to expressly did NOT teach downshifting on the downgrade - though my instructor stepped out of bounds and showed me. Not something to do lightly, cuz if you miss, you have problems.
As for the grade.. I know I've seen "steep grade" signs, with no real indication of HOW steep, while driving my 4wheeler - is there a source where those ( or at least, a lot of them) grades are described? a book or web site that says .. oh.. 'US 24,New Mexico, MM145 to MM 153, 8%, sharp curves'?
If not, that would be something to SERIOUSLY assemble and publish!
