The only correct statement in all the replies in this thread.
The driver got busted.
And local DOT made him strap like that.
Why?
Because he left free space between the headboard and the load.
Next mistake was leaving space in the middle without second headboard OR equivalent headboard replacement measures.
See in the EU they got tired off loads shifting and made headboards part off the legal loadsecurement measures.
Those headboards need to be DOT approved and rated.
Over securement?
