What unit you posted reads a small box on our wiindshield which gives the weigh station information about our truck and company. If the companies safety record is pretty good then for the most part the driver will get a green light, and can bypass the weigh station.. Regarding if they are on all highways. No some states do not use the prepass system.

As others have said, that sensor/camera looking thing is for prepass. Usually placed about a mile or so before a weight station/inspection center. If you Google prepass you will get lots of videos that explain it better.

Those sensors are used even if no scale is present. They use that to gauge the traffic flow. They read Prepass, Expass and all the others at random to see how everything is moving.

Just to complicate things a little more. The op pictrure is the same as what we see in the usa with prepass. But the picture is on ontario hwy 401. We don't have prepass. Our one toll road requires transponders for trucks. Most trucks do not use the toll road. There are 2 of these devices. One just before the milton scale and one just after. I can only think it is somehow a licence plate reader. For what, I have no idea. I don't know if it takes timestamps. I've never heard of anyone being busted for a timestamp it creates. The plot thickens....

It's easier to just put it on first thing in the morning. And sleep in a farraday cage at night so they can't read your dreams ...
