You misunderstood what he was saying regarding 3 months vs. 18 months. What he meant was that CSA points are assessed at base level x3, and that every 12 months that pass since the violation, 1/3rd of the original points drop off. So if a driver got a violation 3 months ago, while the other driver got the same violation 18 months ago, the one with the 3 month old violation would have more points than the one with the 18 month old violation.
Some things about driver CSA points:
Driver CSA points are only levied when a DOT inspection is done and violations are found.
Not all violations carry driver CSA points. Overweight is one of the violations that does not carry CSA points.
CSA points do not affect your CDL, nor do they show up on a MVR report. You cannot lose your CDL because you have too many CSA points.
Nobody can see your driver CSA score except for YOU, and any company that you give written permission to view your report as part of a pre-employment screening. So if you apply to work for a company that actually cares what your CSA score is, they will have you fill out and sign a form that allows them to view your report. Otherwise, they won't be granted access to it.
Basically, driver CSA points only affect you if you are seeking new employment with a company that actually cares what your CSA score is.
