If that was the case, you'd think they would have found that Malaysian plane huh? 239 Chinese and not a GPS fix.

I have been on strike for the last 13 months. I don't see any improvement.

Are there cell towers in the middle of the ocean for the devices to connect?

It is by the cell tower they can pinpoint your location, not the GPS. Your device has a GPS receiver in it, yes and when you make a phone call, it transmits that location data when the call is made. But even without that GPS data, someone knows what tower your device is locked on to.

No device is ever truly turned off unless its battery is removed, drained, or is physically removed from the power.

And apparently found it. If your position on earth is not legal, you have no legal right to occupy that space to be run into.

The same is true for drunk drivers, they have no legal right to occupy any space on any public roadway, so any crash in which they are involved is their fault.

A cell phone with power and within range of a tower can be turned on and act as a bug, transmitting through the mic. Those with a camera can be accessed and transmit photos/video. Those with GPSr chips can be accessed and the LAT/LONG data extracted.
