Short of it: Got a citation for going 15+ mph in an active work zone with workers present in the state of KY. Went to court today, couldn't work out a deal, plead guilty.

The conviction will be in my home state of PA in 7-21 days. Since this is my first serious violation ever, I am not worried about a 60-day disqualification due to the two-strike policy. However, the state of PA does set a mandatory 15-day suspension of your license if you get a ticket doing 11+ in an active work zone.

My question is if this will apply to my out-of-state conviction. some say yes, others say no. If there is anyone in the state who dealt with this, or any lawyers who want to weigh in, I'd greatly appreciate it.

Are you an owner-operator, or a company driver? If you are an owner op, you may be able the weather the storm. If a company driver, when this citation gets to their desk, you will more than likely no longer be a company driver( at least for them anyways).

I'm a company driver, but this citation happened in Nov. Usually, this would result in termination, but since it was over a decade since my last mvr incident, they let me stay on a 12 month probation program. They are already aware of the possibility, and seem to understand I did everything I could to fight it.

Be grateful you have a very lenient employer. Every company I worked for, if you were found guilty of ‘reckless driving’, or speeding in a work zone, your driving days at that company would end.

I wonder what the employer's insurance will have to say about it?

I’m not sure how Pa operates, but i know in Jersey they have “out of state moving violation”. Any moving violation from out of state only translates to two points on your Jersey license. So you would get to points and nothing else, your mvr would show out of state moving violation.

you might want to reach out to PennDot and see how Pa handles this.

I recently emailed PennDOT for more clarity. The reply message is as follows.

Thank you for contacting PennDOT’s Driver and Vehicle Services.

Points are not assessed to a Pennsylvania (PA) driver’s record for violations received in other states; however, your PA driving privilege may be suspended if you do not respond to the citation(s). Please contact the state where the violation occurred for further information on responding to the citation.

Duty of driver in construction and maintenance areas or on highway safety corridors is a Serious Traffic Offense under PA law. A disqualification can result from a single conviction for a MAJOR OFFENSE, an accumulation of SERIOUS TRAFFIC OFFENSES or for other specific violations, i.e. violations of railroad-highway grade crossings. Since this is not a major offense, your commercial privilege would not be disqualified.

This can get a bit tricky because it involves interstate reporting rather than just PA law alone.

In general, Pennsylvania is part of the Driver License Compact (DLC), which means out-of-state violations are often reported back to your home state and treated similarly to in-state offenses.

However, how it’s applied can vary depending on:
The specific violation code from KY
    How PA classifies that offense
Whether it triggers PA’s work zone suspension rules
From what I understand, PA’s 15-day suspension for 11+ mph in an active work zone can apply if the offense is recognized as equivalent — but it’s not always automatic in every case.

Your safest move would be to:
    Contact PennDOT directly, or
Speak with a PA traffic attorney who deals with CDL/non-CDL violations
They can confirm how KY will report it and whether it triggers the suspension in PA.

Hopefully someone here with direct PA experience can also chime in :)
