    It's a learning curve.

    Adapt, overcome, improvise.

Most DOT won't bug you for that. Problem is you're going to get the guy that's had a bad or slow day.

I carry scrapers and paint. Paint is a last resort, cause if one REALLY wants to be an erection he can get you for painting it.

There's one shipper I go to that container dudes have their own ladder stashed at just to peel or scrape off what you're describing.

I've spent an hour and 20 minutes scraping partials of a trailer some genius put on with glue.

I'd find a way to scrape it off, but that's just me.

Find an empty spot next to a flatbed type dude and ask if you can stand on his trailer or borrow or rent his ladder.

Partial stickers are illegal. Need at least one on each side or none or it is a violation.

Usually applied at the factory with a machine or with a ladder by hand.

I had quite a few times when my placards was flowing away , and I had to run one I bought from truck stop without numbers,
Cops, Scales didn't care, I think you ok, as long as there is class of hazmat on each of a side, not specific UN xxxx number

    §172.303 Prohibited marking.
    (a) No person may offer for transportation or transport a package which is marked with the proper shipping name, the identification number of a hazardous material or any other markings indicating that the material is hazardous (e.g., RQ, INHALATION HAZARD) unless the package contains the identified hazardous material or its residue

Don't know if this is what I'm looking for but in my years of hazmat trucking I've always been told it is not legal.

No hazmat no placards or hazmat on, all 4 placards. Anything less is a violation but like has been said before you'd most likely get away w it till you don't.

Pulled a trailer today where whoever put on the placcards into the slide in holders put two glad hand rubber seals behind the metal strips and they held the paper placcards from moving or ripping in the wind.
