You can rent a truck (Penske, Ryder, Paclease, Ideal, etc.) and run it under their authority or your own. I've done both.
Penske says I owe $4,000 in IFTA fees?

Last time I tried to rent a Penske Truck about 10 yrs ago, I was told they no longer rented to one Truck operations.Despite having previously rented. I wonder if they’re still that way?
Bean Jr. Thanks this. -

Yes
Both penske and Ryder
You need to have an account setup with them ahead of time. You can't do it over the phone. So if you have a break down and need to rent one....look elsewhere. Had it happen in 2014 when my old freightliner's transmission decided to retire about 20 miles south of the Georgia line I to Florida on 75. Try to rent from a dealer if they are doing the repair for you if you're far from home.PE_T and Rideandrepair Thank this. -

Their customers are fleets who need maybe an extra 5 trucks for anywhere from a few days to months but don't want to buy them due to constantly varying demand for power. I have a friend who hauls auto parts, his company has a bunch of owned/long term lease units then always a varying number of rentals. Some quarters they win more lanes then lose some next quarter. It's crazy to me.
