I'm sole-proprietor, so when I was looking at NJ, was certain it didn't apply to me.
As for the OP, you use your IFTA reported miles for your IRP registration. You're required to keep track of your miles for IFTA every quarter, so it's rather easy to tally them up for IRP.

KS is eliminating the Motor Carrier Property Tax in 2014 but still needs to be paid in 2012 and 2013. But they have added tax - Commercial Vehicle Fee - on vehicles with 54k registered weight. This new fee is being assessed via the IRP (the fee is $400 base rate).

Are you saying to run through KS it will cost an extra $400 on your IRP?

So - let me get this straight...
In addition to the IRP (and IFTA) - and the states that charge an additional road tax (NM, KY, NY, OR) - you have to file RETURNS in other states also - even if you're only "passing through" and it's not your HOME STATE?

Well, $400 is added to the base rate of the IRP. So worst case would be $400. But it seems to be a bit higher than old system but easier.
Wish NY, KY and NM would just add the extra onto the IFTA the way IN does. But I guess it keeps another department employed. -

You could just take KS and some of the high tax states off your IRP and you won't need to worry about the tax. I don't see how the Kansas property tax is valid. Unless you own property in Kansas the tax should not apply. They want you to pay a tax based upon the value of your equipment that had miles in the state. I have made my mind up to just stay out of some of those states. Oregon will really rape you on their weight distance tax. I have not been out there in at least 3 years, but I spoke with a friend of mine earlier today and he told me that it now costs $0.17/mile to run in Oregon. That is the highest tax in the nation other than some of the other communist states which have the high tolls. Some of the bridges around New Jersey and New York would cost more.

Don't forget Virginia that has the surtax on actual miles run in their state. You don't have to file a quarterly tax for them but do pay the tax on your quarterly IFTA report.
