saved it to my bookmarks and re-copied it. It opens for me and i don't do facebook. It's from the JJ Keller site and I though it might be helpful. Their interpretation seems to fall somewhere between Cowpie and Scalemaster. I hate these wishy washy laws, and this is sure one of them.

It has also come into question what is considered empty. I haul gasoline and fuel, and according to the Wisconsin DOT... I can NEVER be really empty as there are fumes in the trailer... I asked them about it at a scalehouse... My response was: It was my understanding that we merely had to be unlaiden, as I have no BOL that states I am hauling fumes. I went on to say that I have, in the past, hauled chemical where I DID have a BOL for chemical residue... but NEVER for fuel.
The DOT officer looked at me like a deer in a set of headlights and said, "but your still not empty, you have fumes on and cannot use personal conveyance"
It's like they make this stuff up as they go... -
