    I had a similar problem with my Pete. The caps didn't vent, so the tanks wouldn't equalize. I'd pop the caps open, hear the pressure release, then they would equalize.

    Shut off valve on bottom of tank Is probably bad. Weird it returns on right side. Needle valves go bad from over tightening. My old truck gas a 1/4 turn gate valve to isolate the crossover .
