I have the same problem with my 2008 Kenworth, the paint started peeling after a couple months, I too live in Canada, the paint they use on the frames is not that good, and they don't seem to prep it properly. I had my 97 Kenworth frame painted with this paint (I wish I new what kind of paint the guy used) It has been 4 years now and and it hasn't peeled at all.
Anyone ever use "Rust Bullet" paint? It's about $150.00 a gallon, not that price always dictates quality but in household paints cheap=cheap. If it works I'd pay twice that amount just to not have to do it again.
John Deer, Black, High Gloss Implement Paint works great. You can roll it or spray it. Looks good and will stick and is cheap. Very tough. I have painted a frame and a flat bed with it. Spraying it will obviously give you a smoother finish than rolling but will waste more paint. You can use "Ospho" on any rust spots.

I had decent results from the rust converter, but the rust preventer they sell, or "paint", was terrible. In a matter of months, it was peeling off like crazy. Now I'm not a pro painter by any means, but I've painted a few things and can usually get pretty fair results. I don't know what the best stuff would be, you'd have to be a chemist to know for sure. Got a steel drop deck that needs painted and both trucks could use their frames painted too, going to have to figure out something to use. Or I could do the "Used Truck Dealer Special" and just slap the black paint on right over the rust!
do what I did to my F350, strip the entire truck, sandblast frame, paint with POR 15 and the rhino lined on top of that.
That would definitely do the trick, gotta get down to the base where it is peeling to prevent future issues. On the cheaper side after blasting, go check out the farm store primers/paints that are rust preventatives. Think someone else already mentioned them, but they do work pretty well & are low buck alternatives if the surface has been cleaned/prepped. They also have clears with hardeners available. It took me several years to admit that sort of paint was decent, ate a lot of crow over that stuff years ago. Big R or Farm & Home is where we were buying it locally.
Mine (07) did the same thing. Seems the parts bolted to the frame peel before the frame itself, such as the rear plate, the fifth wheel track, etc. I wonder why they don't use a high temp paint on the differentials, as they seem to be the worse of it all.
u can get the frame repainted with good paint for around $1k. if u get your frame blasted paint immediately with rubberized undercoating,then top off with semi gloss spray paint.
