I am considering getting into the business of petroleum transportation in Texas and the Permian Basin. I will only be doing short routes (well site to transload area) I am curious what the cost is to have crude oil shipped. Either on a $/ton metric or $/mile metric.

Usually by the barrel. I've never heard of oil getting shipped by weight.
