Just to clear this up again, you only need hearing in one ear. There is no requirement to hear in both ears. I am completely deaf in one ear, something a hearing aid won't help, and I passed multiple medical exams from multiple offices just fine. When it says the better ear, it means just that, hearing in the better ear.

I've even had the "tones" audio test(I'm sure it has a technical name) done and still passed the exam. The funny thing was they came back with the results and asked me if I knew I was deaf in one ear. Like I wouldn't know that.

Personally, I find this explanation the easiest to understand. Notice the use of "one ear" multiple times in the "Hearing requirements are:" section.

I drive testers crazy with the tone tests because I have tinnitus and hear tones all the time .
