    That’s an RGN/lowboy. You don’t usually see flatbeds with pole cars (the rules vary, but usual rule of thumb is that you don’t run overheight loads that require pole cars on flats).

    If it were a flat, I’d wager that the pole car was doing a route survey for a superload that has yet to even ship.
