Leak going to your airbags or the airbags are leaking. Had this problem in an 01 Classic recently. Didnt find the problem until we sprayed the airbags with soapy water, all 4 were covered in tiny leaks.
-
Probably from water in the system and staying in there.

Does the airbag hold air when the truck is off? If it does not, how fast does the airbag lose its air when you shut the truck off?
-
this time of year. it's possible a line is frozen to the airbag system.
my t660 won't hold air when it's too cold and shut down. has no problem in warmer climates. -
It seems like it's a defective Air Leveler, if you installed a new one and it solved the problem and it happened again it is most likely defective.

Like Keith Saud. Get soapy water or glass cleaner and spray air bags and lines to and from valve. Must be a leak somewhere.

I have been looking for somewhere to post this, and this is as good as any. My trailer is leaking from a valve mounted on the reservoir. If my trailer supply is off, air pressure builds fine. When I supply air to the trailer, the valve on the trailer leaks air at about 50 PSI. It's got 4 hoses into it, going to various parts of the axle on the trailer. The little black "cap" in the center has a screw through it. That's what leaks. Can I adjust it or wait for repair? kind of in the middle of nowhere.

I don't know if Volvo uses the electronic leveling system like some freightliners do. I had one on a truck and had it removed because it was a nightmare for the driver.

Can't adjust as it's just an exhaust port, check the brake pots because one of them is probably feeding back through. Spring or diaphragm probably gone.
