please help with install

Ok heres my issues i need verified.

First i wish to verify that if i take a VOM meter (with tone) that if i touch the antenna jack on the back of the radio, (the threaded area) and take the other lead and probe the center pin of the same antenna jack that if i hear a tone the radio is bad.

Just because you have continuity doesn't mean you have a direct short. You should check the DC ohms
