I like how the law only applies to law enforcement, not the soccer mom with a van full of kids, or the truck driver with a blown turbo, etc. I also like how they always pull someone over 200yards from an exit ramp.

OK, I'm gonna take a stab at this. And this is going back to something that I heard as a kid. It was put out on a local radio station that was doing a bit about questionable laws.
If I remember correctly, it went something like this. You have a fire engine, a police car, an ambulance and a US Mail carrier vehicle all approaching an intersection from different directions at the same time. The fire engine, police cruiser and ambulance are all on emergency calls, responding with red lights and sirens on.
Who has the right of way: The US Mail carrier's vehicle. Now I don't know if this is the correct answer or not. It isn't logical, but since when has the law applied "logic?"
Anyway, supposedly any US Mail vehicle has the right of way. . .
My next guess would be any vehicle operated in conjunction with Civil Defense. This guess is only because of PSAnderson's comment about it being indirectly related to an air raid. Shoot, I don't even know if there is such a thing as a Civil Defense Agency anywhere in this country anymore...:smt102 -
My guess would be a Funeral Parlor Car (or hearse) during a funeral procession, but why? I dunno

Correct as in wrong. A Presidential motorcade will have all traffic re-routed away from the motorcade e.g. if the President flew to Moline, IL & landed at the airport, then traveled to downtown Moline all traffic on I-74 would be taken off the highway and re-routed. There would be no cars on the interstate within 4-miles of that motorcade.
