I had a similar issue on a Star. Ground in the turn signal on fender was corroded, backfeeding power down the turn signal circuit. Another spot I would be certain to check would be where the harness runs up to the hood. Every time the hood is open, that wiring gets flexed.
This is an excellent suggestion. Process of elimination. Most likely places to find the issue is where both turn signal and tail/clearance light wiring exists.
Possible ground issue

Well I actually disconnected each group of lights and the problem was not resolved. This is telling me that the issue is in the dash somewhere. Once I opened it up, I discovered that the previous owner did some "custom" work. I will be bringing in some help on this one.

As soon as I see "custom" wiring on a circuit I have issues with, I focus in on that. 90% of the time that's the issue.

Picked it up from the shop yesterday with the issue(s) fixed. It was a combination of dash wiring and a bad connection that I missed in the headlamps assemblies, yes both of them! That with a clutch break fix cost a little bit, but I am not worried about anything now.
