    I've looked for a reg before the only thing I found was the securement can't come loose section. 393.104 section f # 3 in the US little green bible. Seems pretty vague, like a lot of them. If it was me I'd probably shy away from a bungee, unless you wrap the excess chain around the binder then use a bungee to keep the chain tight. That way you're not relying on the bungee.
    Yes a bungee should be fine. Heck use duct tape on snap binders. But there's always that one DOT officer looking for that ticket.

    Me I usually use those binder minders.

    When I was flatbed my buddy has made me up some snap binder lock brackets, much like these one pictures. Never questioned about then, prior I would wrap the excess chain around the binder then I would bungee that all together never got any questions both Canada and US by any law enforcement.

    Now on the other side, you can get bungees with a 50lbs WLL which would fall under the allowable securement. I even use them to hold things to my catwalk (long bar I need for work which slides under the cab up to the engine, the bungee to hold it down at the back). Shovels, brooms, hockey sticks etc as well never an issue. Now I wouldn't use them to hold down a heavy load and you have to be smart about them, replacing them when they get rotted and old otherwise they loose effectiveness.

    My buddy who was a CNC worker at the time made a bunch of these for me, I think I still even have them laying around.

    I can drive it any time. Its a company truck. Down fall it don't have no sleeper and it sucks sleeping on a deck
