    You need a strap for every ten feet, not a strap every ten feet. Big difference.

    393.110(b)(3) Two tiedowns if the article is longer than 10 feet (3.04 meters), and one additional tiedown for every 10 feet (3.04 meters) of article length, or frac- tion thereof, beyond the first 10 feet (3.04 meters) of length.

    Its the "total" number of straps. They don't have to be every 10 feet.

    Drop this in Vegas and pick up the trailer of foam that goes to Calif.
    I know there is some list these fm have that say "send Calif load on this guy" and my smiling face is right on top! Lol

    That is much better.
    And to answer your question when the load is suspended near the ends and you put a point load in the middle the edges carry the load and a bridge beam with a cracked edge loses much of its strength. You probably can't apply enough pressure with your winch bar but trailer flex during a rail crossing or any pothole can quadruple the force on that point load and cracks can appear.
