So i spoke with the seller again, and i told him what ive learned from this thread and he said hes been inspected many times with zero issues and he said hes been going by the serial # on the motor to show its pre 99. But he did mention it was not bought a glider. So how has he not been in trouble?

Also he could simply have not gone to a state that cares like Cali.
In any case if you do decide to buy take it to a 3rd party mechanic for an inspection and dyno/blowby testing. Sure he has receipts, but do you trust how good was the mechanic he used is? -
