Do all states have the same criteria for these final tests before you pass and get your CDL. Obviously you can't have the same skills course or same road test. They would vary from site to site and school to school. But is it the same points system and grading?

Not necessarily, it can vary from state to state a bit. In Florida, for example, the computer will randomly generate a portion of the truck to do a pretrip inspection on, we didn't do a full-form pretrip on the exterior. Everyone had to do a full in-cab inspection and brakes test. The skills evaluation consisted of a mandatory straight line back and an offset back ((computer generated left offset or right offset)) and then the computer would generate either blindside parallel park, sightside parallel park OR a 90 degree alley dock. And then a roadtest that included a hazmat train crossing simulation and and emergency stop. Alabama requires a 45 degree back as part of their test and there were some things on pretrip that they had to use specific terminology for or point out ((indicate the ICC bumper or specifically refer to air bellows and not just air bags whereas Florida is much more lax)). A friend in North Carolina didn't have to parallel park but had to alley dock.

As far as scoring, my NC friend said it was VERY strict. Alabama is also pretty specific on what they want whereas Florida, it's easy to get your CDL. On the skills test, I could have done a perfect straight line and perfect offset and just said I didn't feel like doing the third exercise and I still could have had a passing score.

I think in general all the states want to see pretty much the same thing, but the scoring criteria will vary by state.
