I had the same problem couple yrs ago, and thanks to handlebar its cured! Mine was caused by synthetic axle lube, that was non conductive. The only difference in our posts is my static would quiet as I applied the brakes. And I tested the theory using bungee cords attached to frame, I could hear them clear the static each time they touched the asphalt.
My solution; a bottle of graphite (32g) $5 squeezed into both front axel hubs. You could hear them turning through the static for 150-300 miles then problem solved. I'm sure no one in their right mind would suggest adding metal into gear lube as a good idea! but it has worked for 300,000mi since. A better suggestion may be to ignore the synthetic lube only stickers?

all kidding aside, the bungie thing can be use all the time or as a trouble shooting thing. I bought some stuff from the surplus store a long time ago that I add to grease to do the same thing but I like the idea you have as a solution.TheDude1969 and jammer 463 Thank this.
