I think this might be a partial number because it seems like there was more in the file name but the DIC says "CECU 1018-100"

Factory flash file was P30-1009-105
You should be ok to flash to P30-1009-xxx.

I may have discovered something in the builder manual, it says the lens below the speedometer is where the telltales will display but only right turn, left turn and high beam are installed; maybe I have to install a PTO lense?
Also, I found a wire marked "PTO" bundled with the telltale wires, I tried using that and enabling every PTO reference I could find in ESA but that also did nothing.
Is the PTO connector supposed to be hooked to pin B like the telltales or is there a different procedure to use that circuit? -
The pto wire is hard wired to the engine ecm to enable pto settings.
I think you might be right with no bulb installed. If you shine a light on the cluster is there a pto emblem or are the spares just blank? I was thinkibg of the 579s which have all the lights/ emblems already.
I have a spare 389 cluster at work ill take a peek at -
On my 2013 and 2018 pete's the PTO light plus all the other lights in that strip lit up when the key was first turned on. Does it do that on yours?

So the gauge cluster has the lights installed already, no serviceable parts. Editable telltales light up different lights on the dash. You then must purchase the correct decal to install over top of the light. See attached
