A "warning" issued on a Vehicle Inspection Report is just a PSP violation that can't be disputed, because it's just a warning.

His is also for using a GPS and from what my driving school said like 10 years ago, the only acceptable handheld device was for navigation. But he got a warning so he cant dispute it even if that is an actual exception.
EDIT: I was way off on the points. Here’s what FMCSA says on their website.
392.2-INATƱ Inattentive Driving Dangerous Driving 5 Y Added in 3.0.5
So 5 points and it is a violation dangerous driving category. Texting is 10.
