CA states that any vehicle with 3 axles or more cannot go over 55mph. What if you have a tag axle that can be raised when not needed. Would that count?

Knowing commifornia they probably count all axles on the truck regardless if they’re in use or not. Also I believe they go by axles or a certain registered vehicle weight both count. So even if you’re bobtailing with a single screw tractor you still have to adhere to the 55 speed limit.

You best consider that is going to be a axle.
Call your states's DOT board or Commercial Enforcement with that question before anyone has to write you up for not knowing for sure.

That would be called a lift axle. Would it not?
That's the way I'm interpreting it, anyways.
Lift axle. Not needed when empty.
Drop axle. Needed when overweight. -
This link says "towing, bus, 3 or more axles."
Nothing specified about up or down.

Ahh come on man. You no the answer. But sure go ahead and try to get technical. Maybe when you take the ticket (you will get ticket) to court. The judge will agree with you.

CVC 22406 (a) states “No person may drive any of the following vehicles on a highway at a speed in excess of 55 miles per hour:
(a) A motortruck or truck tractor having three or more axles or any motortruck or truck tractor drawing any other vehicle.”
Your truck HAS 3 axles therefore you can go slow like every other trucker in CA. -
According to CHP at the Tehachapi scale, if it is lifted, not touching the road, then you don't count it. 2 axle with a 3rd lifted is counted as a 2 axle. But if it were my money I would keep it under 60.
