While this may be true, the CA CDL manual states that one must "always use the clutch" when shifting a manual transmission and to "double-clutch if vehicle is equipped with non-synchronized transmission." Individual examiners can of course ignore what they want to.
Texas requires the same and their manual wording is identical to CA's.

If you do come to a complete stop, unless you have 40 + in the box and going uphill you wouldn't need to go all the way to first. Except that scenario most lights you can pull out in about 4th gear.

well for a road test I would take it easy and leave out the trick stuff (floating/skipping gears).
and the way I said I would downshift above works really good with the jake.....like when your in school if you don't have or can't use (local laws restrictions) you have to use ALLOT more brake to down shift like that, the jake helps allot for down shifting -
