as if air brakes are so hard to master, they need to restrict someones license. pressure gets to low, spring brakes engage. press on the pedal between the gas and the clutch to go slower. that's really all that needs to be learned.

You need to retest in a vehicle with FULL air.
Air is the kind of all in trucking. It's pretty much the only way you get to cook and roast the brake pads without catching the brake fluid on fire and burn everything down on your downgrade. Not to mention other advantages over fluid.
Any restriction on a license is a problem. Go back and erase it properly by testing with the appropriate vehicle. I would settle for nothing less than full air. It's all I understand for trucking, even though some steam engines run vacumn braking systems and others run air. -
What part is SC are you in?

I assume he means the hydraulic clutch reservoir.

You also need to know enough to be able to recognize when there is a problem with the air systems, and what to do about it, otherwise you will end up driving an unsafe vehicle.
This is why all good drivers are familiar with the air brake system, and how to test it. -
