Did Southeast Milk Inc out of Florida ever have those layoffs? I've seen those rumors at other companies and that's what it was, just rumors.

Former Schneider driver here.
Latest gig: hauling fuel, in north FL and south GA (but NOT for Schneider).
One of the above suggestions will likely get you back into a CDL-A position.
But......here's a possible alternative......
If you really want to pull tankers....and work with IRT (or similar--they of course aren't the only food-grade tanker show around)....then I would respectfully submit....to open the door later with them (or better yet--blow it off the hinges)....you also need still more tanker experience.
When I began CDL-A driving, I started (first) with Schneider.
Like you....I had a really sketchy job history, prior to that.
Schneider gave me a chance....when other carriers simply would not.
Schneider has a tanker fleet of its own. And you already have enough experience (with tankers) to qualify--on paper, at least....check this job lead out:
Schneider -- OTR tanker driver
PLEASE NOTE: both tanker and hazmat endorsements are required for this position; thus, I would suggest you get those, before applying (if you don't have them both, already). With Schneider--getting a TWIC card will help, as well.
The caveat here is....given your previous job history--if Schneider hires you for this position--you really need to keep this job for a good while--no matter what happens, or how slow things may get (I'd try to stay there for at least 2 years). You really need to show the world when you get this job--that you can indeed keep it.
The main reason I suggest this is....their tanker training has traditionally had a good reputation within the industry.
Schneider's tanker fleet does have dedicated accounts. To keep you busy running (instead of sitting, and thus...not making money)--ask the recruiter if you can have a dedicated account (an easy example: Ecolab). This move will make your income situation a lot more consistent.
If you would welcome an opportunity to talk to one or more Schneider recruiters...face-to-face...about tanker (or other) opportunities....and get a "feel" for whether or not they will accept you, given your job history....Schneider is doing a driver job fair at:
