The way I got on local, and bypassed OTR completely, was to work my butt off hauling seasonal agriculture products all summer. In California, grapes are huge in the central valley. Same as tomatoes. Your best bet (in my opinion) would be to find whatever seasonal driving jobs you can find, work your butt off, prove that you are a valuable asset to the company, and then apply for a permanent position when the season ends. This is how I got my start in trucking. I applied for a seasonal position, worked 12 hours/day 7 days a week for like 3 months, then got offered a 40-hr/week driving job with benefits.
