If customs decides to not allow you access you will be turned around at the Canada customs and sent back to U.S. They will NOT let you enter to deliver your load then hold you here. If they decide they don't want you you will not be given the chance to leave customs property. It will work the same for Canadian getting denied entry into U.S. I agree with the post above that every case is different and one should call the customs and ask then get officer number, date etc.
