Both short and long breaks pause the 14hr clock.
Another example: of 7/3 is this 13/6/8 (off/sleeper/sleeper):
-rest at home/short half-hour commute to work-13hrs (longer than 10)
-work/drive-4 hrs
-interstate shuts down due to hazmat cleanup/wait for it to re-open-6hrs sleeper berth (longer than 3...thus 14hr clock paused)
-complete route-6hrs
-short half-hour commute home/go to bed and into sleeper berth status 8hrs (longer than 7)(yes, being in bed at home can count as sleeper berth because it meets the minimum requirements of a sleeper berth)
