I've always used a method I learned when I played goalkeeper playing soccer as a kid, and I imagine it should work for you having a bad shoulder, as it allows you to keep your arm relatively rigid while using your legs and core to put energy into the throw.

Hold the loose end of the strap in one hand, and hold the rolled part in the other, give yourself a good bit of slack, 5-feet or so. Hold each end of the strap at arms length, bend down to the side (using your obliques) and then, with as much energy as you need, straighten back up, releasing the rolled portion of the strap. You're basically turning your arm and body into one of those little ball throwers for playing fetch with dogs. If you need more force, bend at the knee on the side holding the strap (like you were Keanu Reeves dodging a bullet), this extends the throwing motion even further. Need more, take a few steps back and take a small run. I don't think I've found a single load that I haven't been able to chuck a strap over using this method, even upwards of 15-6 tall. The steeper the degree you release, the more height versus distance that you'll get. Used this method to throw over containers on flatbeds with relative ease.
