I have a 21 Pete 579. The last 4 trailers I have picked up, the rear upper marker lights aren’t working. Within the last month the green power cable has been replaced. Could the problem be a bad fuse or a bad pigtail on the truck side? It seems ridiculous to assume that so many trailers in a row would have bad lights.

Take a test, light and test your pigtail off your truck. The trailer lights will be the top left and the top right the very top one will be your ground. If one's not working that's your problem, and it's probably a fuse.

Check fuses There should be a different circuit for upper clearance lights

On my Volvo, those upper rear, middle marker lights being out always meant a bad Trailer Marker LT fuse was burnt.
