The government always refers to reportable unemployment.

When the person who is looking has run out of unemployment then they are removed from the list.

If they take a job with a much lower income, they are also removed from the list.

Also, if you have never paid into unemployment... i.e., just out of school, and have not gotten a job yet... you are not counted among the "unemployed".
