I did it at Ryder for the U.S. Navy because the military has very few OTR tractors. So I called them and told them I'll be running in a number of states and please be sure the tractor is all setup for the states. Which it wasn't. Then I went in and laid $10,000 on the counter and away I went. If you show financial responsibility and you're legal with a CDL and medical they just might let you get a tractor. But a tractor and a trailer I think that would very hard. It also depends where you are. If doesn't hurt to call Ryder and ask.
