Common sense should tell you that if it was a legal requirement, no one would be able to drive, as you have to be able to drive for three years to get three years of experience.

I think what the OP is referring to is the requirement for employer's to check your record when you apply, if I remember correctly it is something like work history for the last 10 years if the job required a CDL or 3 years minimum if the job was not requiring a CDL. This is simply a requirement of a company to check back that far if possible and/or applicable. Obviously if you are only 21 years old they will likely not be able to go back that far and should not be a problem.

insurance companies can dictate how much experience you need also. starter companies like swift werner prime kllm are self insured. and i'm sure there used to new drivers running over stuff hitting things and so on
