Umm....equipment requirement is still applicable for a motor vehicle manufactured on or after July 1, 1971 and equipped with a sleeper berth. There is no provision for a solo operation.

There is no other provision. The supposition on the part of DOT is regardless of intention, it is possible for any CMV equipped with a sleeper berth to become, at some point, a team operation.
