I won't knock the J-visa, but USA has lots of mismanaged plans. Example, come to the country illegally and eventually get a waiver to stay. The illegals jump to the head of the line while others trying to enter legally sometimes wait 20 years.. It's not right, but the politicians know how to garner votes.
