So what I hear you saying is "nothing has gotten better since I left and the culture of fear that paralyzed the office is still in place!" The culture of fear in Roehl's office rendered them impotent and unable to make decisions even though the right thing to do was often clear! The best, safest thing for them to do was to do nothing! As a result many cost-saving decisions that could've been made went undecided because people were afraid to do anything! If you don't make a decision, you can't be blamed.
