    This is also the first rule of HazMat. People will say anything to get you off the dock. They aren't the ones facing consequences if you get caught or something goes wrong.

    How common is it for shippers to swear up and down that they've sent this same load out in this exact condition/configuration/securement a thousand times and nobody had a problem with it?

    "I've been doing this for 15 years!"
    "You've been doing it wrong for 15 years, apparently."

    "WHAT?! YOU MEAN WE GOTTA PUT STRAPS ON IT? IT'S IN A CLOSED BOX TRAILER!"
