not really. with a hig COG load you can lay it over at 10 MPH. he might have turned to hard, widn gust.

Be aware of turns that may lead to a decreasing radius into it and having heavy loads loaded high in/on the trailer. These turns are far and few between, but they will lay a truck over in an instant if even just a little too fast or caught off guard.
And you can create your own "decreasing radius turn" by being distracted into the turn and drifting too far out then over-correcting back to the inside. This could easily have been what happened here.
Do a youtube search for "truck rollover" and you will see all sorts of stuff caught on video and will notice that to a novice, it may appear the truck wasn't going to fast but it happens more often then it should.
The worst sort of high COG load ...

I680WB to I29S interchange north of Omaha,NE; so bad it even has a sign saying decreasing radius turn along with it not banking inward whatsoever...it's a buttsqueezer if you are not paying attention.
