No matter what the company "policy" is, anyone in the company changing a driver's log without the driver certifying the change is falsifying a log book.
In this case there wasn't a log, and they created one. Driver still has to certify it to be "true and correct", or it's a falsified log. -
There was a log. You can still be logged off duty while logged out of a truck.
Other than that I agree. He was not on duty, so changing it to on duty driving is log falsification. If safety didn't want him doing that they should write him up rather than falsifying his logs. -
Why do you day he wasn't on duty? Looks like he was On Duty Driving at the time, so safety reflected this.
And don't try PC, as he did not qualify for PC movement. -
Of course he did. He was going to Walmart, not performing any sort of work. He was traveling a short distance from his en route lodgings (wherever he was parked to sleep for the night). That's about as clear as can be.

My guess, NOT being a professional truck driver, is that safety felt that it was extra truck mileage that genuinely needed to be accounted for. The truck was driven logged out.
Safety probably felt that it was looking out for the company as a whole, should this particular situation show up on an audit, HOPEFULLY not at the truck driver's expense, @jdr1989.
